What's the best european decade movies ?

Not mainstream , not Movies for the mass , artful yes , with a massage
to send yes .Don't care for the genre though i'm not keen on thrillers
and i love realistic romance and surrealism , but anything except
thrillers will do.Like french , italian , greek and german cinema ,
but any worthy european movies accepted.Name some you think are great
or even masterpieces and explain in a few lines why.I haven't googled
it cause i can't find even in film-sites unbiased reliable reviews and
critics ( what i mean is they give trashy (sorry to the fans) movie
for kids harry potter 8 stars and Amelie only 5) if you have such a
website don't hesitate to suggest it to me.
